Guidelines for Analysis Academic Research Services

Definition: Projects having longer duration, no transfer of intellectual property, and with direct costs exceeding $20,000.  Projects must be coordinated with the Office of Sponsored Programs (OSP) at University Park and with the Behrend’s Senior Associate Dean of Research.

Process:

1.    Conduct preliminary project planning:

  • Establish the project principal investigator (PI) for the School

o        Review the Principal Investigator's Responsibilities

  • Identify the need for a confidentiality agreement

o        Complete a confidentiality checklist

o        For information transfer from the sponsor to the University use a Unilateral agreement

o        For information transfer between both the University and Sponsor use a Bilateral agreement

  • Scope the project; establish objectives, design constraints, required resources, schedule, and expected deliverables

  • Obtain client agreement to proceed with a formal project submittal

2.    Prepare agreements and obtain approvals to enable project launch:

  • Obtain and complete a School of Engineering Research Submittal

  • Check the draft budget to ensure the most current rates are used

  • Complete a Memorandum of Agreement

  • For help, refer to guidelines

  • Complete a scope of work for Attachment A

  • Work with the School Research Staff Coordinator to complete the necessary forms and to coordinate the submittal to the Office of Sponsored Programs (OSP)

  • Deliver the completed clearance data form (CDF), proposal, budget, and agreement form (with necessary signatures) to the Senior Associate Dean of Research two weeks prior to any proposal deadline.

  • If changes are made, return to the School Research Staff Coordinator for updates

  • Schedule a review with the School Research Staff Coordinator to review procedures related to supplemental salary, wage payroll, student employees engaged in the research project and equipment/material purchases.

  • Commence the project upon receipt of approval signatures.

  • Notify the School Research Staff Coordinator of any changes made to the project, including end dates, to ensure appropriate change notices are processed.

  • Issue reports and complete deliverables as required by the project.

  • One month prior to conclusion, schedule a review of the project with the School Research Staff Coordinator to ascertain the need to process an Authorization to Close.
